美拟补贴贸易战中受损农场主遭反对: 不要补贴要市场

特朗普政府24日宣布一项总额最高达120亿美元的农业补贴计划，以援助在美国挑起的贸易争端中受损的美国农场主。但该计划遭到许多国会议员、农业协会代表和农场主们的反对，他们纷纷表示“要市场不要补贴”，敦促特朗普政府尽快结束与其他经济体的贸易争端。

美国农业部当天介绍说，上述农业补贴将针对大豆、高粱、玉米、小麦、猪肉、乳制品等遭受其他经济体对美国加征关税采取反制措施影响的农产品。据悉，具体政策细节将在9月份美国劳动节前公布。

美国农业部长桑尼·珀杜表示，该补贴计划是一项“短期措施”，旨在为特朗普政府与其他经济体协商长期贸易协议争取时间。但对于向来反对大规模政府补贴的国会共和党议员来说，这项农业补贴计划显然难以接受。

内布拉斯加州共和党参议员本·萨斯说，当前的贸易战重创了美国农场主，而白宫计划就是花120亿美元买一副“金拐杖”。他指出，美国农场主不希望一边被补贴，一边受损失，而是希望全世界都能用到他们的产品。“特朗普政府的关税和救助计划不会让美国变得更伟大，而是让美国重返1929年（美国大萧条时代的开端）。”

肯塔基州共和党参议员兰德·保罗在社交媒体上说，加征关税是对美国消费者和制造商的惩罚性税收，如果关税让美国农场主遭殃，那么补贴绝不是办法，真正的办法是取消加征的关税。

美国众议院议长、共和党人保罗·瑞安也表示，国会议员们正试图劝说特朗普不要继续推进关税计划。

“我的想法跟农场主一样。他们想要贸易，不要援助，就这么简单！”威斯康星州共和党参议员罗恩·约翰逊说道。该州民主党众议员罗恩·金德也说，特朗普政府的这项暂时农业补贴计划随时会被取消，农场主只想要“市场和竞争的机会”。

美国艾奥瓦州州长金·雷诺兹说，特朗普政府提出的农业补贴计划并非长期解决方案。他呼吁特朗普政府继续拓展海外市场。“当艾奥瓦州的农场主能够不受限制进入市场时，他们总会成为赢家。”

美国农场主支持自由贸易组织执行主任布莱恩·屈尔则表示，农场主需要合同而非补贴，有了合同，他们就能安心制定未来计划。他指出，“缓解贸易战影响的最好方式就是结束贸易战”，特朗普政府的补贴计划只是为掩盖关税造成长期伤害的短期手段。

美国农会联合会会长齐皮·杜瓦尔也表示将继续敦促特朗普政府“快速结束贸易战”。

接受新华社记者采访的美国农场主们，对于特朗普政府的农业补贴计划也毫无兴趣。威斯康星州伍德县皮茨维尔镇农场主布拉德·克雷默说，大部分美国农场主都注重长远规划，希望有更强劲的农业安全网、更好的贸易政策和更好的农业法案，而非得到一些短期现金补偿。

威斯康星州沃帕卡县的农场主唐·卢茨也说：“我们要市场，不要政府补贴。”
